The question is, "What do the Democrats want first?" Answer that question and you'll find Bush's first concession. Likely Iraq pullout.

All they can really force is by way of funding the Pentagon budget or refusing to confirm the new Sec of Defense without some explicit commitment. What some of the Dems are not talking about just yet is that they are not really in favor of a pullout.
