Well, CCW statistically decreases crime, so shall issue CCW should decrease it even further.

Basic gun safety taught in public schools, unless you have a religious objection, etc.

Extra prison sentences for using a gun in a crime, and harsh sentences that are actually enforced for most violent crime (not 5 year olds shoving eachother on the playground).

And teach the sporting purpose. When was the last time you saw someone from a rural pensylvania family join a gang or rob a bank? If the gun is for knocking down tin cans, not gang wars, I think that would reduce violent crime, especially gun crime.
 
Preventing all gun deaths is no more possible than preventing all automobile deaths. Mandatory gun safety training in schools, holding adults responsible for safe firearms storage, and stiff penalties for criminal activity are about the best you can do.
 
(2) Manufacture “gotcha” bullets that look identical to authentic bullets, but that will explode in the barrel of the gun, resulting in loss of a hand or loss of vision. Require that each separate lot of bullets for sale contains authentic and “gotcha” bullets in a predetermined ratio (say, 10:1). Any person firing a handgun, then, has to be prepared to share in the potentially violent consequences of his/her action. Alternately, guns could be manufactured to malfunction at some legally mandated frequency, exposing the shooter to a similar level of risk-sharing.
