Whats the deal with spots and scopes?

I got a scope that has these spots when you look through it. When I focus on the crosshairs the spots disappear but when my eyes lose focus the spots appear. I called the retailer and they said these spots are normal even though none of my other scopes have such spots. I asked to get the scope serviced but I got the feeling that he wanted me to just deal with it, that it was common and acceptable. So whats the deal, is he right?
 
It could be bad lens coating or dirt/lint inside the scope. Who made it? Most scope manufacturers have good "no questions asked" warranties (ie: Leupold, Weaver, Bushnell, Burris, even Sightron).
 
Hmmm... I've never handled one before, but I was under the assumption IOR was a good brand.

I don't see why you shouldn't be able to get it serviced with no hassle. They do advertise a lifetime warranty against defects. I'm guessing that guy wanted to make you think it was normal just so you wouldn't send it in.

Oh looking at your original post, who did you talk to? The retailer you bought it from or IOR's customer support?
 
I'm happy with my other IOR scopes but I've heard bad things about their customer service and support here in the US. The retailer is going to contact IOR Valdada and get something worked out, guess I will see what happens.
