It sounds like that gun would have enough US-made parts to legally use foreign made mags. I would confirm that with the seller before you buy though.
I do think these SSR-85C's are nicer than the WASR's in terms of looks, fit and finish. But they function about the same. And the SSR-85's apparently have used or potentially used parts, while WASR's and Saigas are all new parts. Having said that, the two SSR-85C's I've looked at had parts that all looked brand new.
FYI on this statement:

1) I think the milled parts is a disguised reference to the fact that these apparently use internal parts intended for milled receivers, rather than the stamped receivers they have. I don't think this creates any problem, but I see no way in which this is a benefit. The SSR-85C's have standard 1.0mm stamped receivers and are no heavier or more solid than most other stamped AKs.
2) I would confirm that those K-VAR FCG parts are US made and not Bulgarian made. Also, FYI, I've sampled SSR-85's with Bulgarian FCG parts and their trigger pull is great, bordering on too light.
I have no experience with Peach State Guns. If you're shopping around, I'd suggest you contact Blaine at Atlantic Firearms and see if he has the same gun and would like to price match. I've dealt with him (and Atlantic, which I think he owns) a couple times and the service has been terrific.
I would still consider a converted Saiga as an option. Won't look the same, but I like the look. You can DIY or you can buy preconverted, such as the ones converted by TGI (same company that imports the SSR-85C's) and sold by many companies including Atlantic and Classic Arms.
