which one feeds 100% off the time in the firearm that shoots them and is accurate? Tell me which one and you have your answer.
Those look like Winchester 115 grain FMJ bullets, and if loading for a pistol that you know has a fairly "large" groove diameter, or one that tend to, i.e. Beretta's, HP, P38, etc, I would go with the hollow base to start. This bullet should obturate well (expand under pressure to seal) at typical 9mm pressures, and really get a good purchase on the rifling.
Kind of like the same idea behind the Minié ball, cept it was for easier muzzle loading.

I load the WIN flatbase FMJ with True Blue for plinking and targets. No problems with accuracy. A good bullet. I haven't used a HB FMJ in 9mm. My last order was for 115gr WIN JHPs. I don't notice any performance differences between it and the FMJ.

I used some HB FMJ 9mm bullets quite awhile ago, but they didn't do any better than any other jacketed slug. Try them both, see which one works better, and go from there.
Might also allow folks who do not like to compress bulky propellants, i.e. Unique, to use this bullet without compression using std Alliant data. Obviously the outside dimensions of this 115 grain bullet would have to be larger than the FB version, and probably mimics 124 FMJ dimensions. If loaded at 1.150" or even closer to the 1.169" OAL max, would probably be about the best choice for folks who don't like compression.
