Which states started reciprocity?

We just returned from a trip from NC to FL and were able to carry concealed the entire trip because of reciprocity.

During the drive, I began to wonder which states got the ball rolling -- either with reciprocity or one-way honoring of permits from other states. I poked around a little and came up empty. I suspect Florida was one of the first states, given it's high tourism and crime against tourists.

Can anyone shed some light?

WA state has had shall issue long before FL. I think NH started issuing non resident permits before FL. FL usually gets the credit for stuff.
 
IIRC, Indiana has honored all other states permits without the requirement of reciprocity. They are the first that I know of, and had been doing it for many years I believe.

Steve, jbird is correct. Indiana has recognized the permits/license of all other states and all other foreign countries for many decades (long before the Media made Florida the 1st in the Union to do stuff, i.e. 25 electoral votes=1st that NYC is aware of anything=Kirk's 2d Law). I trace it back to 1973 (P.L. 333, §1), however the only research I've done on this is open my statute book to Indiana Code 35-47-2-21.
 
I suppose, technically, Vermont doesn't count. They don't actually recognize any other state's permit -- they just look at it and say "What's that for?" :)
