I would go with the Savage and put a quality scope on it and you will have $ to spare for ammo and acces. They are a good value and an accurate gun.
 
The SOCOM I&II are very nice, but the 18.0" Bush/Scout/MK14 gives you a better return on your investment.

You can keep it simple and run irons only with the forward optic rail removed or you can go hog wild with a modern stock plus optics.

A Scout in a USGI synthetic stock with an UltiMAK hand guard plus an Aimpoint Micro optic would be rugged and tough to beat.
 
Go with the Savage. They are kicking ass in the very accurate and very well priced categories. Savage has come a long way but the other companies have lagged behind. Don't bother with the M1As - expensive to maintain and not very accurate compared to the Armalite AR10s or the DPMS LR 308, 300 SAUM, .260, 6.5 Creemoor and etc. They will all outshoot the M1A unless you buy a Fulton Armory Peerless Grade M1A for three times more.
