As nice as a city as Dallas is, most of the population are sewer rats IMO. All you have to do is look at their school system and see what kind of trash will make up the next generation.

What a stupid and poorly reasoned comment. Obviously, there is no cause and effect of school systems turning people into sewer rats.

Cell phones have a built in GPS system in them. Supposedly to assist you in case you're in an accident and need assistance and can't make a call for help.

This certainly is not true across the board. As Revdisk noted, the FCC may want GPS capabilities in newer phones, but not all newer or older phones have these and the systems are not mandatory. By 2005, however, the FCC has ruled that new cell phones need to be GPS equipped.

As for the police not handling the incident immediately, no surprise there. Once the call was made to the 911 emergency number, there was no longer an emergency.
 
Here's how police forces work. Crime goes up. We need more police "on the streets." We put more police out there. The payroll goes way up. They must support their salaries. They must generate income. They must write tickets (to otherwise law abiding citizens.) The police drive around writing tickets until they are distracted by a call to go write a report about a crime that already happened. There's really no other way for them to do it. There's no way for them to prevent crime, so they must spend their time generating income and justifying their existence.
 
But on many other threads, over and over it is said that you can't/shouldn't pull your gun to defend your property, only if bodily threatened personally.

So what difference would CCW made in this case ....

When they broke the window on the car, they committed agravated assault.

Your wife is merely extrodinarily lucky that she was not raped and/or murdered that night.
