OK, quick rundown on WI gun laws.
There is no ban in Madison on handguns. There was one on the books back in the mid-1990's, but it was eliminated when the NRA and statewide gun groups got a pre-emption law passed that prevented muncipalities from enacting gun control laws more strict than state law.
That said, the powers that be in Madison pressure gun shop owners to the point where only one or maybe two carry handguns.
Outside of Madison? The state is very gun-friendly. Probably one of the most gun-friendly states in the country. The only thing we lack is shall-issue concealed carry, and the gun groups are working hard on that. If all gun owners get involved, we should be able to override the governor's veto of the concealed carry bill.
No gun owner ID cards, no having to go and beg the sheriff or police chief. If you're legal under federal law, you can buy. There's a waiting period for handgun purchases (next to be nixed, if we get CCW). No wait for long gun purchases.
No restrictions on full-auto's, although you may have to shop around to find a sheriff to sign your Form 4.
The range protection act prevents pain-in-the-butt new residents from shutting down shooting ranges. If the range was there, it's protected.
The Right to Keep and Bear Arms amendment to the state constitution has been slowly chipping away at the total ban on concealed carry. If the legislature can't pass the CCW bill, the court will very slowly dismantle that law, piece by piece.
There are some states that are more pro-gun, but there are many more that are more restrictive. I think you'll find WI is better than you expected.
