I have a question that I haven't been able to find much info on.
If I am a resident of Wisconsin by the AFT's definition, can I legally have a handgun transferred to me without a Wisconsin driver's license? I can prove residency and use a US passport as ID. Not trying to skirt the law, but since this is an uncommon scenario I figured I should ask around before going any further. It seems a Wisconsin DL number or ID number may be needed for the NICS check but I haven't found anything definite either way.
