Cleaned my brother in laws first generation Glock 17 and afterwards the slide wants to go to the lock position when I rack it.

Did you put the top (small) locking block pin in first - before you put the slide release in? If not, the spring on the slide release can get jammed when you try to put the small pin in causing the slide release to malfunction. First thing I would check.
 
^^^ to explain a little differently. The slide lock spring needs to go under the top little pin. That provides tension down on the slide lock and keeps it out of the way until the empty mag pushes it up.

Many of us have done this.
 
It would help if you furnished more information.

To start with the basics, when you say cleaned, do you mean a "regular "field strip" and cleaning, or as so many seem to do today did you completely disassemble the gun?

Did the same to my gun a week back while cleaning it.

It took less time to fix than it took to pen this missive.
