would necking cases up serve to anneal the brass

More specifically when necking up some of my many times fired and somewhat overdone LC match cases to 35 whelen would the process of expanding the brass serve to anneal it as well?

IIRC that necking down hardens brass wouldn't it stand to reason that necking up softens it?

No, it would further Work-Harden it.

You want to anneal them before you neck expand them up to .35 to prevent neck cracking.
