"The first phase of passing the Jaggi-Jennings Constitutional Carry through the Wyoming State House was accomplished this afternoon. House members agreed to move this common-sense legislation forward by a vote of 48 to 8.

Our next steps are the 2nd reading and final passage votes, which are expected later this week. While the results of the 1st reading vote are a great encouragement, we’re obviously not done yet."

"Yesterday, Senate File 47, Wyoming’s permitless carry legislation, passed second reading in the House by a 48 to 8 vote, with four excused votes. SF 47 will immediately be considered on third and final reading tomorrow, February 25, on the House floor.

Sponsored by state Senator Kit Jennings (R-28), SF 47 is an important update to lawful carry in Wyoming. It would allow for the lawful carry of a concealed firearm without the burdensome requirement of acquiring a Wyoming carry permit. In Wyoming it is generally legal to carry a firearm openly as long as one is at least 18 years of age and not prohibited from possessing a firearm. The intent of this legislation is to give people the greatest possible freedom to choose the best method of carry for them, based on attire, gender, and/or physical attributes."

With any luck Wyoming will be the fourth Constitutional Carry state within the next 30-90 days.

I think we're good to go. It passed the final reading in the House 49-9. Now it's on to the governor. I would not expect him to even consider a veto, since he's a Republican and ran as pro-gun. But even so, it passed the Senate and House by such a large margin that it is basically veto-proof.

The only discouraging aspect to the whole process was that during the debate and comment periods in the House and Senate, a couple police chiefs from the larger cities in the state spoke out against the bill saying it would hinder law enforcement and make their jobs more dangerous. Granted, I'm not in law enforcement, and perhaps if I were I would have a different perspective on this. But it is a sad commentary that these police officials basically say that they do not trust law abiding to carry a concealed weapon.

Any word on whether this has been amended to include all law abiding gun owners, or just residents of Wyoming?

From what I can read it is only residents of Wyoming. But I can't find the final bill that was passed and sent to the Governor. They might not have posted it yet.
