Hi, I am moving to San Diego CA. I am military and I am getting forced orders to west coast. My question is I own a XDm and it is illegal in CA. Do I have to sell my firearm or does being military and forced to CA a loophole when I register?

You're fine. The gun is perfectly legal to possess in that state, it just hasn't been certified to sell as new. Ditch the standard capacity mags and you can bring it into CA.

As a "personal handgun importer" (importer? California is still part of the US, right?) you need to download a form from the DOJ and pay a ~$20 fee.

Active duty military with orders for CA, do not need to register any handguns they bring with them to CA. They are exempt from this requirement. If you go off of active duty, then you would be required to register your handguns. [PC 12001(o)(2)]

The handgun is legal in CA.

What is not legal, is for you to bring the large capacity magazines with you to CA.

What you can do is dissassemble the large capacity magazines and bring the magazine parts with you to CA. You can then use the magazine parts to make permanent 10 round magazines or keep them as magazine parts and never assemble them into large capacity magazines while in CA.

A calguns member made this website, showing how to make a large capacity XDm magazine into a permanent CA legal 10 round magazine.

Springfield Armory has stated that factory 10 round magazines will never be available for the XDm-9 and XDm-40.
