You got $1000 which rifle+caliber for 600yd+

RCX, I've got a Remmy 700 SPS Tactical in .308 and it is badass. I've got a Nikon Pro-Staff 3-9x on mine, last week I managed to shoot a 1.25" three shot group at 200 yards. You will like that rifle, they are sweet.

optic would depend on the price of the gun, seeing as both should be able to be found around 600 give or take, I would have to do some shopping for something in the 16-20power range...not sure off hand which I would go with...
 
I have some nice rifles several of which people would say are 600 yards rifles. I say they are 300 yard rifles since I can't see any farther than that! I guess I'm getting too old. Of my 300 yard guns that are in your price range without glass I like the FN PBR in .308, Remington 700 VLS in 22-250.
 
you will like the sps without problems. it will shoot for you. might want to change the stock out sometime in the future but for less than 600, it will do. you could also look at the rem 5r it is upwards of the 1k you are talking about. only had one savage and it did not shoot that good for me. not saying that it wouldn't shoot but for the loads that I put in it, they did not produce. all in all, I hear that most savage's shoot lights out. No!

My 100 yard load is a 70 grain flatbase, it's absolutely the best in my gun at 100, but only 1-1.5 MOA from 300 - 600. I have a good 90 gr. and a 105 gr. load for 600 yards which are much more accurate at distance, but not as good at 100.
 
well went to the range today (just had to shoot it) not a real good day to shoot had a 15 mph cross wind. but anyways as i stated i bought a remington sps tactical put a leapers 6-24x50 (still shopping for scope but for a hundred bucks i could shoot it now) harris bi-pod and a box of winchester ballistic silvertip 168 gr. and a box of hornady 168 gr TAP FPD. first pic is a 3 shot group at 100 yds with winchester ammo

wow, there are so many to choose from; either of the savage 12's would be good, a remmy 5r would be super nice, but proly have to be found used; they are way better than the other remmy's. Also , if you can find an old remmy 788, and restock it, that would be super bad a@#$s.
The contest is for the caliber really; the Savage will shoot the heavy 223 bullets right out of the box; A team Savage shooter recently won a national 600 competition , with a savage he pulled out of the box, at the range.
Cals also to consider would be 6xc, 6ppc, 243, 260, 6.5 grendel, of course 308, 6x45, 6x47, there is so many to choose from. Depends on if you are going to handload, or not, really.

Browning guy; I am no expert and this is anecqdotal at best. But I find that flat base bullets, even down to including 22lr, work great out to 100 yds, then after that, they open up too much. It is as if, no matter what size bullet you are using, and I know I am not describing the mathematics here correctly, that somehow , the atmosphere inside the 1st 100 yds, is guessing at how to grab onto that bullet, and by the time it reaches 100 yds, and after , it figures how to grab onto that flat base a bit; but not evenly of course, it grabs one side, and then another, as it goes downrange.
