Open carry is legal everywhere in Kentucky. Might get hassled in Lexington or Louisville, but it's guaranteed by the Kentucky Constitution. No regulation of open carry.
Even if you're there for college, you can still go and get yourself a Kentucky driver's license. Residency for college purposes is different from residency for driver's licenses is different from residency for tax purposes. Different government agencies, different rules.
A CCW in Kentucky requires 6 months of residency, age 21, not a criminal, and do the firearms class.
Now, mind you, I'm a member of the Kentucky Bar Association, but I ain't your lawyer.
So if you need real legal advice, go get some locally.
But if you live in Kentucky, I think that should be good enough for CCW residency (but not in-state tuition, sadly). So go get yourself the KY DL and wait six months, then apply. Or call your sheriff and see if they'll take a copy of a lease or utility bill as proof of six months residency. You'll get the best answer from the source, and your sheriff is who you have to prove residency to, even though Kentucky State Police is who issues permits.
