Confusion on North Carolina Law

I am planning on being in NC in the near future, and according to the reciprocity map on www.handgunlaw.us NC honors my PA permit. But upon reading through the text, I came to this line (italics and emphasis mine):

2. May I get a permit to carry a concealed weapon in North Carolina?

Answer:Yes, certain qualified North Carolina residents can get a permit to carry concealed handguns under certain circumstances. North Carolina also does not recognize permits issued in other states allowing citizens to carry concealed weapons.


This is a little frustrating to say the least, and I suppose I will have to go with the printed text. Of course, the list of places that people in NC can't carry is long enough that it probably doesn't matter anyway. But if anyone can shed any light on this where I might be missing something, I would appreciate it.

That's most likely a statement meant to prevent anyone from seeing it, then just coming in assuming they can carry. There should be an "except if _____" at the end.

You're fine to carry in NC.

Thanks General Geoff. And Fletcher. I did a little reading on both state's sites and that helped clarify things. I think I might take a copy of the relevant paperwork with me. I have no desire to sit in the hoosegow while someone figures it out. Not that I am planning on shooting the town up or anything like that... :eek:
 
tip - under NC law, if approached by a police officer, if you have a concealed weapon with you (or with you in the car), you must advise the officer. At the ccw course I took, the instructor suggested we say something like-

Officer I need to let you know that I'm a permit holder and I have a concealed weapon.

I've gone through 3 DUI check points and have been approached 2 other times by officers (once when directing traffic at a bad accident). The cops here are pretty cool and low key.

The best was at a DUI checkpoint. The officer asked where the weapon was. I said in the door panel. And with a smile, he said good - leave it there all we'll get along fine.
 
Wow, after a quick reading through all of the FAQ's etc for NC I was amazed at how restrictive it was, you almost have no ability to carry anywhere and God help you if you do so by accident.

Are you guys working on getting some of the sillier provisions removed? Like not be able to carry at Bennigan's (if you aren't drinking?) or in a movie theater? The whole business posting thing was also weird, I don't agree that a business has the right to do so, but even so shouldn't they have some defined duty in how they tell you that you are about commit a class 1 felony in NC?

I am headed up next month to see my family in Asheville could y'all get this stuff changed before I come? Just tell the state assembly that's the way they do it in Florida, that should be good enough for them. ;) :D

As others have mentioned, your PA permit is recognized in NC. You just have to be aware of our (many) off-limits areas. That quote looks like it may have been lifted directly from the older version of the "North Carolina Firearms Laws" primer published by the state Attorney General. Our reciprocity law was passed in 2003, but I don't think the document was updated until just last year. The newer version (at http://www.jus.state.nc.us/NCJA/ncfirearmslaws.pdf), in contrast, now reads:

Yes, certain qualified North Carolina residents can get a
permit to carry concealed handguns under certain
circumstances. Currently, North Carolina allows out of
state concealed handgun permittees to carry concealed
handguns pursuant to such permits in North Carolina if
the person’s respective state also grants such privilege to
North Carolina concealed handgun permittee. The list of
states granting such reciprocity, and therefore recognized
by North Carolina, is constantly changing...

...and so forth. It goes on to warn that you're subject to NC concealed carry laws, and that you should check to be sure that your state is recognized.

I've seen a few attempts made during every legislative session since I began paying attention to these things. They always seem to die in committee. Just this past session, I recall a bill to allow restaurant carry.

I'm a little unclear on what the boundaries are for this forum now that the "and Political" portion has been eliminated, but both houses of our legislature are Democrat-controlled, the governor is a Democrat, and for years the Raleigh area has been a magnet for people moving here from up north, so at the moment we seem to be fighting an uphill battle. You'll just have to bear with our crazy laws when you visit scenic Asheville next month.
 
Working on Change

If every gun owner in NC would join Grassroots Carolina and regularly communicate with their elected officials, some of the more loonie laws could be changed. One especially bad part of the legislation concerns carry in church - thanks to the legislature churches are a guaranteed target rich environment!

Places that charge admission is another dumb prohibition. I think the restaurant carry issue is/has being addressed presently.

Any place that posts "No Weapons" also gets "No Business" from me and I let them know in a nice way, of course. I have not seen many.

Thanks for the responses everyone. Places that charge admission. I wonder if a convention that charges its attendees qualifies under that law? Of course, I will be working, so they aren't charging me. :evil: Think I could make that one fly? At any rate, I will be packing something on the order of my P-3AT, not the Ruger Redhawk. It probably won't print very much. :D

Yes but Democrats control Raleigh and will not let these proposals see the light of day.

It may offend members of this board that are members of that party, but its true.

The donkeys are blocking bills like this.
 
You can't imagine the fight we had to get ANY CC law here (NC)! And the libs still haven't accepted it.
