Convert SP1

I have a Colt SP1 (pre-ban) can I purchase a "shorty upper" and mount it on my lower and still be legal? How would the fit tend to be?

Yep. You can buy pre-ban uppers to install on your lower and they fit quite well. I have a Bushmaster upper that worked perfectly right out of the box when installed on my SP1. The only requirement is the barrel must be 16" in length (either the actual barrel or a barrel with the flash suppressor permanently attached to make it 16").
