You mean most of their REPORTED stats. There are some odd reporting methods by European countries when it comes to crime stats. Some for instance don't report the crime until after someone has been convicted. Think about how long it takes to get a murder conviction here. You could easily be looking at rates of crimes which were committed several years ago. And if somehow there is never any conviction, "vell, I guess ze crime never happened, eh comrade?" Remember that countries have a vested interest in making their crime stats look good, so you can't always take those numbers at face value.
I personally wouldn't want to raise my kids in Eastern Europe, but that's just me. Some of those countries also have a tiny problem with sex trafficking too...
