Latest news from FCI.

The legislative season is well under way, but so far we've more than held our own in the three major fights we are engaged in.

Illinois: HB 2414
Since early in January we have been working to help defeat HB2414 in the State of IL., and this bill has our undivided attention. We have received assurances from the Illinois State Rifle Association that the votes are not there right now for this bill to pass, but given the political climate in IL, we are watching this bill constantly. I recommend everyone review this bill and the ramifications by reading the position paper put out by ISRA: ISRA position paper. This bill carried over from 2005 and is part of a package of anti-gun bills submitted by Gov. Blagojevich and Mayor Daly to appease the voting public into thinking they are attacking the "crime Problem" in IL. It is suggested that you read the synopsis and the last three amendments.

This bill is not dead and seems to have a set of legs that keep it moving inexorably forward in the legislative process. You can bet Governor Blagojevich would like nothing better that to be able to tell his anti-gun cronies he has successfully disempowered the law abiding citizens of IL from the 50 BMG target rifle. Those FCI residents of IL need to contact their legislative representatives to voice their strong opposition to this bill. This bill is currently in the Executive Committee on the House side with a recommendation to approve. No hearings have been set yet.

New York S 2590
Bans the sale, use or possession of 50-caliber or larger weapons and directs the division of state police to embark on a program whereby persons currently in lawful possession of such weapons may be reimbursed for the fair market value thereof upon turning such weapons in to a designated officer.

At this time the NY Assembly has passed a companion bill A-4471. S 2590 on the Senate side of the legislature has been assigned to the Rules Committee. There have been no hearings set for this bill at this time and I suspect election year politics have a lot to do with that in the Republican controlled Senate of NY. There has been significant activity on this bill behind the scenes and again this bill is very concerning to FCI and has our full attention. If this bill moves, we will alert everyone and we will need your help by contacting the members of the NY State Senate to voice strong opposition.

Hawaii SB 25 79 & HB 3015
Both of these bills are dead for the year. Introduced by the chief of police of the Honolulu Police Dept, neither bill received the necessary hearing in their respective committees to move forward in either house. A strong vote of thanks needs to be extended to two (2) people directly responsible for these bills not moving.

1st, Dr. Maxwell Cooper the lobbyist representing the Hawaiian Rifle Association. You can write him at: PO box 543; Kailua, HI 96734 or email him at: [email protected]

The 2nd person we all need to thank is: Representative Ken Ito; Hawaii State Capitol, Room 420, 415 South Beretania St., Honolulu, HI 96813

Representative Ito is the chairman of Public Safety and Military Affairs Committee and refused to schedule the house bill for a hearing. The bill died as a result. There is more to this story than can be stated here, but you get my point. Drop him a line and thank him.

This situation in Hawaii is a good example of interference by anti-gun influences. There has never been a reported incident involving a 50 caliber rifle in Hawaiian history, yet the Chief of Police just decides to introduce legislation to ban them.

These are the kinds of fights we are continuously involved in and FCI continues to communicate with and educate members of the state legislatures to open their eyes to the damage they are doing to our constitutional rights. We will continue to be involved in those fights as long as it takes.

The three states outlined above are our primary concerns right at this moment. The legislative season has just begun and we expect other bills to be introduced. We will keep you appraised as things develop.

New Barrett 99-416 Fund Raiser
FCI has introduced a new fund raiser to help us keep the fight alive to save our 2nd Amendment Rights. Ronnie Barrett has donated one of his new .416 caliber rifles he introduced at the Las Vegas SHOT Show for us to raise badly needed funds. The rifle is absolutely gorgeous and we feel it is a fitting commemorative to AB-50 passed in California. This rifle shoots flatter at higher velocity and is perfectly legal for California residents. Help us send a crystal clear message to Gov Schwarzenegger and Assemblyman Paul Koretz. Get involved in helping to protect your rights by donating to our fund raiser to help FCI. You can contribute directly on our secure web site at:

http://www.fiftycal.org/ or by going to our web site and printing out a coupon and mailing it directly to:

FCI, PO box 1128, Choctaw, OK 73020 or faxing it to: (405) 769-3736

Best Regards and safe shooting

IL HB2414 also bans "assault" weapons too

It still looks like it's doa in Springfield, but HB2414 not only bans .50 cal rifles, It also outlaws all "assault" weapons with no grandfathering or compensation for confiscation.

In other words, you would have 90 days to turn them in to the state police or become an instant Felon.

Blago is looking for a scalp to hold up as he runs for office this fall, against a rising tide of revulsion at his crooked governing and a couple of Federal investigations into his administration. He may follow Ryan up the river shortly.

In the meantime, the combination of Republicans and really pissed off Downstate Dems shoul be able to keep his lunacy in check.
