Gunner--You do realize you can't just walk in and buy a Full Auto gun at any old gun store. You have to find a dealer that specializes in Class 3 weapons. See what they have that is transferrable to you --there is a very limited number of weapons that were registered before the books were closed in 1986. These guns are very expensive from 4k for the cheapest POS to 6-7k for a decent gun to 20k or more for something like a Thompson. You also have to fill out paperwork go through a special background check and pay for a $200 tax stamp. Several states do not allow civvie ownership of these guns as well.
PLEASE for the love of all that is good don't try and convert a gun!!! The BATFE will lock you up and you'll meet new friends in a Federal Penitentiary.

Gunner your friend could have very likely been jailed for a long time instead. He should probably by a lottery ticket because the odds of this scenario playing out are really slim. If this did happen I am guessing it's 1 a small town cop and 2 your friend knows the cop pretty well. The Police took a big risk themselves if this really took place.
It is not legal to convert a semi auto to a full auto since no new machine guns can be added to the registry and since we don't discuss how to break the law here this thread is closed.
