If I recall correctly there was no fee at all for the "designated collector" status, but you have to pay the notary public to notarize your signature though.
The MDSP has this on their websight on what a "designated collector" is:
IOW, they should probably grant collector designation to anyone who applies saying they collect guns and is not disqualified from purchasing a reguilated firearm in the state. They do some kind of a background check before they grant the status (I should know they check because they denied mine at first for a supposed felony and I had to clear it up before I got my designation).
Now the current policy of granting a collector status to whomever requests one may change under the new administration depending on how they want to re-interpret the code.
IMO, if you are worried about what the "nature" of the collecting is, then just simply state that it is for monetary investment, and/or history preservation, and/or maybe simple novelty.

A person may not purchase more than one regulated firearm in a 30-day period, except for the following reasons:
(1) The purchase of the regulated firearms is for a private collection or a collector series (Designated Collector by the Maryland State Police);
(2) Dealer Sale (No more that two guns and must wait 60 days before next purchase);
(3) The purchase of the regulated firearms is a bulk purchase from an estate sale;
(4) Similar purpose.
