OPINION PLEASE: New CCW Holster Option

I have a practical application question for all of you really smart folks out there...

The Premise:
Someone creates a drop-leg-type 'holster' (like a Blackhawk, perhaps) that consists of nothing more that a standard Tactical Drop Leg carry rig PLUS adds a Top Flap that completely covers/hides the grip of the weapon. NOTHING is seen from any angle, but the outline of the holster is as it is... PLUS a quik-disconnect, secure buckle to keep the flap shut...

Get the picture? OK... NOW the Questions...

1) Would this not meet the letter of the law in as far as 'concealed' is concerned?

2) What is the difference in this carry rig - as compared to a fanny-pack - other than the ouline or shape of the rig itself?

3) What is the difference in this and a Belt Pack - again, other than the shape?

4) Would this not be Very Close to, say a Maxpedition Thermite Versipack?

I am thinking of a CONCEALED IN PLANE SIGHT kind of carry rig...

Has someone already DONE THIS?

Probably would meet the definition of concealed but not sure it would work well.

I don't think it would be very discreet. Even if someone didn't think gun when they saw it, it would evoke alot of curiosity, which doesn't jibe with my idea of what concealed should achieve. I know that there are some belt mounted holsters that look like camera cases.

But you could achieve the same result by having a holster built inside a cargo pocket, maybe strapped internally to the thigh to maintain orientation, with no undue suspicion on the part of condition white public.

What if the Holster Outline was omitted - totally squared off - and had a fobus or other lightweight mounted Inside?
 
So my first thought is that since brandishment frequently comes down to how someone feels threatened. As such things like magazine carriers and cartridge belts evoke fearfull thoughts in the hearts of bliss ninnys everywhere. Since I don't want any hassles with the police, I carry with fairly deep concealment. This has allowed me to go about my average life without anyone ever having taken notice (or umbrage) with said practice. To speak to your other idea about the maxpedition rig, I'd say that it's likely just as fast to draw from as a "Tucked" IWB type holster. For me the maxpedition rig wouldn't work because I wouldn't want to be forced to carry a bag with me while at work. Sort of like ladies at work not carrying their purses unless they are leaving the premesis, such things again lead to difficult questions and limiting answers.
