It sounds like you need a taller front sight as most of any of the repros do by at least a .1" so you can work it in. Don't worry so much about it initially. Work with a number of different charges/powders until you find one that groups like you want it to and then you can have it built up or replaced. With that short a sight radius it doesn't take much to move POI a goodly amount.
I have read several post about that problem with the target model, and most say they have fixed it by removing the rear sight and filling on the bottom to make it lower.
