Absolutely no correlation whatsoever. CCI ammo will use their OEM primers (that's what they are made for), and depending on the product, those will be with or without nickel plating. As you may well remember, there was an ammo and component shortage not to long ago.......that affects ammo makers too. It's entirely possible that some of the blazer ammo, or any CCI ammo, may have had to use a non nickel plated primer for some lots where they normally would have used plated and vice versa...but whether a primer is plated or not, or plated with another color, or uses a different material does not in and of itself equate to being reloaded. There are lots and lots of different makers...and everything from copper colored (winchester match), to brass, to silver is out there. Plus, there is a LOT of reloaded ammo out there that uses Ginex because they are plentiful and inexpensive...and those are plated.
And really, at the end of the day, does it matter? At the current value of bulk 9mm brass (about .02 ea), nobody is shooting their 9mm brass into the ground, lol, and for most people it's not even worth picking up when you can buy a thousand rounds of new PMC for 259.00 bucks at a gunshow. Maybe it's been reloaded once or twice.....but in the great scheme of things that really is nothing.
