KBNV 404 - 40 S&W Ruger New Model Blackhawks

Good morning all,
I just picked up 3 consecutive KBNV 404s. I believe they are left over from the San Diego PD commemorative pistols due to the caliber and the warning scroll being on the bottom of the barrel.

Can anyone offer anymore info?

Value, rarity, etc?

All I can come up with is the actual guns made for the San Diego Sherrifs department were laser engraved on the barrel as such. And the right grip was likewise laser engraved.
Shipped in wood presentation cases with glass lids.

Over-runs were sold unmarked in blue plastic boxes to the general public.
