A red dot and a 3x magnifier would give you what you want and be lightweight, as an alternative option. I think the illumination and high quality glass are going to conflict with the lightweight requirement for most of your options.

MeoStar R2 1-6x24 RD or the ZD 1-4x22 RD if you're wanting "no magnification and use it similar to a red dot for fast target acquisition"

Dang, you lucky folks with two functioning eyes... binoculars are wasted on me and my one eye.
If you're looking for compact (and weight savings for your bag) and are willing to use an 8x instead of a 10, I've had very good luck with my Solo R/T monocular...
I'd put up another vote for the Photon in your price range. While it won't be better than Gen 2 or above, the digital night vision image you get with it will be better than most Gen 1 night vision.
