Gun ownership in Mexico is strongly discouraged. Most Mexican citizens have little hope of obtaining a firearm legally. Furthermore, both the Mexican police and court systems are corrupt, and can't be relied upon to protect the average citizen.

On my vehicle (and I suspect many others, too), the ignition switch has to be in the "run" position in order for the power windows to work - the "accessory" position won't cut it.
So, as soon as you comply with an officer's request to turn off the engine, you can no longer roll up the windows.
Livestock and family pets seem quite content without freedom.
Some folks seem happiest without their freedom, and tend to divest themselves of it at every opportunity.
Perhaps it's a genetic trait.
