That's what I was thinking, more so about the Wilkinson Linda lower. Kind of looks like they used the Linda's front and rear sight too.
After looking at a number of other photos of Linda carbines and pistols I'm inclined to think the upper receiver is also a Linda component. Maybe some sort of modified Linda carbine(possibly with a folding shoulder stock), or possibly a Linda derived prototype.
