Pin or weld compensator on Ruger PC Carbine

Can anyone recommend a gunsmith who is willing to pin or weld a compensator to a Ruger PC Carbine? I've emailed gunsmiths in Pennsylvania and Minnesota but get no reply via email.

Yes. There is bill in my state legislature that will turn my Ruger PC Carbine into an assault weapon if it is passed. The bill was recently deferred, but it will be reintroduced. I'd rather not worry about it and just have it permanently attached. If you'd like to discuss this further, I suggest you copy/paste this into the Legal forum to avoid my thread being closed by the moderator for being off-topic.
