Our governor here in Florida is resisting calls from high-ranking Democrats to issue a statewide shutdown here, too. Every day I wake up without one in place, I'm pleasantly surprised and relieved. Of course, we are restricted from dining/drinking out and being in places of close density (concert venues, movie theaters, etc.), but other places are permitted to remain open, though most have cut hours.
