Call.some local gun shops, if they sell it good chance there not worried about it. If possible get a ksg25 to really stick it to Cuomo.

NYS is a "one-party consent" on wiretaps and no requirement to inform. Record the conversation. Record the date and time. Get the bureaucrat 's name. Be friendly and chatty, responsible John Q eager to please his overlords. You may well get an affirmative. If you get a negative, remaining friendly and chatty, ask for a citation of the exact regulation and clause being used to forbid the shotgun. If you do not get an exact citation, request to speak to a supervisor for same. Politely, and without rancor, like one of those robotic airline employees who is charming and cannot be reasoned with, keep working up the food chain asking for a specific regulation and clause that forbids the shotgun and asking for each character's name and title. If you get to the last person they will transfer you to without getting a specific citation, inform them that th have been recording the call and request the name, title, and address of that person's supervisor so that you can provide a written transcript of the call and request the citation you have been asking for in writing. Remain robotically pleasant throughout.

This process may not result in you getting a permit for a KS7, but every time that we do this to the bureaucrats, we ruin their day, sow a little bit of fear, and remind them that they work for the people and are accountable. However, I predict that there is no regulation that prohibits a pump action bullpup shotgun and that someone will eventually say, "a pump action shotgun with non-detachable magazine and pistol grip can be permitted in NYC". You will have that bureaucrat's name, title,and a record of their confirmation.

Firstly, calling the NYPD to ask them what is legal is useless, asking any cop what is legal and what isn't is a recipe to either be entrapped or lied to.

I wouldn't get a KS7, they seem low quality. KSG would be better if that's legal in NYC, IDK as I'm not sure if NYC has a tubular magazine capacity law.

If you can't get your hands on a KS7 or KSG, there are bullpup stock conversions available for Mossberg shotguns and the Remington 870 available. Only one I know of is this:



EDIT: I would lean more towards a Mossberg/Remington because those are clearly legal in NYC, but also because you can buy the 12 gauge minishells to up your capacity and there's a company called Opsol who makes an insert to increase the reliability when using the minishells.

Yeah, you're reducing the amount of shot you can shoot, but for home defense 00 Buck is far from a necessity. The #1 and #4 Buck Aguila load is more than adequate for home defense and IMO the extra 2 or 3 shells in the tube make it worth it.

Interesting advice on how to proceed.
Seems like NYC and the US Constitution have irreconcilable differences.

Parking signs? We just pull off into the grass on the side of the road. Seriously though, that does sound extremely frustrating. Contradictory laws and selective enforcement of them is a staple of corrupt governments.

Well, since you have to register it with the Firearms control board in New York City, you certainly will find out at that point. Call James at Coliseum Gun Traders in Uniondale. 516-481-3593 I bet he or one of the others at the gun counter there can tell you.

I've mustered the patience to take this approach a few times, and it's always ended with the petty overlord conceding that I could indeed do what I was asking to do, and already knew was legal.

The issue is not the SAFE Act. The issue is that NYC prohibits long gun magazines greater than 5 rounds. The Kel-Tec holds 7, in a fixed tube.

My personal experience with 1 Police Plaza is that they know which guns are prohibited, but are often fuzzy on the “why.”

Keep in mind there have been many modifications and amendments to the Safe Act since 2013. Some cover exemptions for certain tubular feed repeating firearms etc. The ban on shipping ammunition directly to New York State residents was put on hold and many companies will not ship ammo into the state (though not New York City).

I recently had a similar question on a Handgun that was initially judged to be in violation of the Safe Act, but after a lot of discussions, I was able to get a ruling in writing that it was not prohibited.

One thing I do not do in New York is take any chances on violations of firearms laws.
