Primers have to be shipped UPS Ground Service.
There is a $20 Hazardous Material Charge, and all labeling must be done in accordance with DOT Haz-Mat regulations.

UPS probably has to have a license, but you don't!
I was Haz-Mat shipping certified in the job I retired from for many many years.
And I didn't have to produce my certification to ship anything.
There was no "license", only a re-certification class every three years to review changes in DOT regulations.
I'd suggest you call a UPS hazardous materials specialist at 1-800-554-9964 and have them clarify the shipping requirements for primers.
Unless Homeland Security has a new requirement I'm not aware of, the USP clerk you talked to is full of it.

Pretty sure you need to have a HazMat contract signed with them.

I did call UPS and they told me that Primers(Cap. Type) UN#0044 1.4S PGII needs a Haz Mat Lic. The shipper (me) needs to have completed a Haz Mat Class on shipping and handling. Must conform to the DOT rules. Ups has to follow the federal guidelines set. They told me that if I ship with just ORM-D on the side and not handled correctly I could be fined up to $20,000 if caught.
I give up!!!!!!

Well, they must have changed the law again after I retired.
The whole Haz-Mat reg thing is a total government Cluster-Fxxx anyway.
There were many reporting & shipping rules where D.O.T. & E.P.A. regs are in direct violation of each other when I was still involved in it.
Probably has only gotten way worse with D.H.S. now involved too.
