I've just now done the check that 1858 has reccomended. I was mistaken on the Savage Alignment issue. The Savage seems to be OK so it may very well be the DNZ.
I tried putting the screws (that normally hold the base/rings) into the reciever without the base. Then I used a straight edge and compared the alignment of this straight edge to the barrel. I tried putting the straight edge on either side of the screws and from what I can tell, the straight edge remains symetrical along the entire length of the barrel. This is in contrast from with the base mounted, I can visibly tell that it is pointing to the left of the barrel.
I am going to contact DNZ again. When I asked them about this before they were very friendly and said they definitely want to get this issue fixed for me if I can pinpoint the problem to the base.
Many thanks to all who have helped me with this!
