Rem 7600 scope mount problem.

Happy Thanksgiving,
I have a 7600 Remington in 30-06.
I took an old Leopold 4x12 off a very accurate target rifle and attempted to mount it on my new 7600. it shot 10 feet low at 100 yards.
I took off the Remington base and calipered it (#92 I believe) and I had .102 on each end. I swapped out the weaver rings- same result- tried a different scope same result. Shimmed base .040 in the rear and then was only about 5 feet low. I'm thinking of returning it to the factory for exchange but want to ask you guys if you think I have missed anything? Could my receiver be out that much on a new rifle?
Maybe they just do not make them like they used to.

i have several 7600's. i use the Talley Lightweight Lows for all of them. they make them for the 7600 and they are small and very solid. no need for the base and rings, this unit is all in one. i can run a 40mm scope on mine without removing the rear site too. i use the bushnell elite scopes. the talleys cost about $55 shipped. i also use them on my marlin 336's.
 
You can always try the Burris Pos-Align rings. I'm not sure they will correct that much. I believe they offer a maximum of +0.020" per ring.
