Back in the mid-ish 1990's Browning introduced the Ballistic Optimizing Shooting System, or BOSS, which was intended to reduce harmonic distortion. This barrel tuning device made it possible to get much improved accuracy with most factory loads, and was great for hand loaded ammo too. I had the opportunity to shoot a few of these in various calibers and from what I coud tell, the system really did work. It also reduced felt recoil quite a bit, but that wasn't it's primary purpose.

So my question is, does anyone manufacture anything like the BOSS that can be installed on an average production rifle, like a 700?

These go under the generic term of Barrel Tuner and there are a few folks who make them, generally they are only used by BR shooters on heavy barreled BR rifles. You can find BOSS systems that were made to be put on sporter barrels. Limbsaver has a rubber doughnut that they call a barrel tuner. I made one for fun to test the concept and it did work it was just a pain to tinker with every time the weather changed.
