I got a handful of shotgun box magazines in a batch of stuff, and I have been unable to figure out the identity of a couple of them. Does anyone know what these are for? They appear to have the same floorplates and followers, but the locking tabs are in different positions, and the long one has a bolt holdopen tab while the short one does not.

Those appear to be modern shotgun mags and not mags for older box fed i.e bolt action shotguns. There are only a few modern AK type shotguns around, the Saiga or VEPR mags but they don't look like those. There are also a few AR type shotguns around (AKDAL MKA 1919 is one) which might be a possibility. Do a search for any of those and see it you can match them up.
