I'm less than impressed with the ability of the siderail to hold zero, though that might be a function of which mount and which rail you have...there's a LOT of variability in critical dimensions on eastern bloc stuff.

If that Polytech had a USGI bolt fitted, that's a good deal. Otherwise, it is an ehhhh deal. Not bad, but not jump-on-it good. I've seen them for $800-ish fairly often, and once for $500.

Depends on what your goal is.
Is your goal to end up with a high-quality defensive RD on your rifle? If yes, you're off-base. $150 for an Aimpoint knock-off followed by $400 for an Aimpoint is $550. If you're saving up $25 per month for this goal, you'll reach it six months later of you...
If the gun is going to be used for HD, you really should not be looking for an inexpensive RD. If you do go that route, make sure you have back up irons and the ability to ditch the RD if it fails. Inexpensive red dots will eventually fail. Heck, expensive ones will, too, but they might fail on...
If you're looking for a decent M14 clone on the cheap, look around for a Polytech. They can be found for $500 if you're lucky ($800 to $1k is more common). They're more roughly finished than a M1A, and they have one common failure point- the bolt.

As was said, the reason they're expensive is that they require a lot of machining and skilled labor to produce. Current-manfacture garands cost nearly as much, and they have the downward pressure of CMP rifles to help keep their price low.

Edit: you posted while I was replying. golf balls at 200 yrds would be challenging for most people with irons and a good gun. You're talking about something that is about .5 MOA at that distance.
You need a bigger target. :)
If this is a toy gun, you have lots of options for scopes. I'm a 100% gear snob when it comes to optics on defensive guns. On range toys, it doesn't matter if it fails on you, or if the batteries run out, or the adjustments and non-intuitive and/or require tools, or whatever.

Also, FWIW, my M&P has gotten soaked several times, and I've been very remiss about wiping it down in a timely manner. Zero rust, ever. I don't think I've ever gotten my M&Pc wet, but I never wipe it down after IWB carry, also no rust. Dunno why.

What are you asking? If you're asking if there is a ballistic difference, yes, there is. It is a fairly small one, but it is tacked onto the also small-ish ballistic differences from dropping from 20 to 16 inches. At some point, the ballistic penalties add up, and for me it is right around 16"...

For a 16" barrel, the midlength is an upside without a downside. The only reasons to go with a carbine-length gas system on a 16" barrel is aesthetics (though, most people think a 16" carbine with a flash suppressor will look odd with carbine gas) and carbine parts/accessories (handguards, etc)...
