If it truly is just the upper hand guard that is canted and not the front sight, you can rotate it around the gas tube to straighten it. See this link.

I have the Beretta Cougar 8000, which is identically the same gun as far as I know. The rotating barrel is actually very simple and there is no reason to question the reliability of the pistol. I've put thousands of rounds through mine with no problems.

I'm assuming there are no obvious obstructions in the chamber. Are you letting the round load from the magazine, or are you inserting a round in the chamber and then trying to close the bolt? If it is the latter, extractor on the bolt head will have to make its way over the cartridge rim...
Right now the CMP is taking orders for M1 Garands, which come in your price range. They also have surplus 30-06 and it's about the cheapest ammo deal going at 23-25 cents per round shipped. Lots of history, lots of fun. A bit more involved than picking one up at the store, but they'll ship...
The cheapest I've found recently was Barnaul from Wideners. I got 1000 rounds shipped for $0.35/round. If you don't have a lot of brass yet I would be surprised if you could reload for less. The Barnaul web site lists the muzzle velocity as 2750 ft/sec, which is in line with NATO spec 7.62...
I just bought four M14 take-off slings (vg-ex condition) from Fred. They are all in great shape. Simple design, yet can be used in a manner similar to the 1907 sling. Hard to beat for under $10.
