I was told that it's meant as a animal deterrent and should never be used on human. However, was told that use of it against human for self defence mitigated in the court, but some were saying plain not.

After finding out pepper sprays are somewhat shady legal matter in Canada and in some states of GErmany etc. I have come to say non-firearms law in South Korea are actually quite liberal.
