07FFL questions

I am a disabled veteran and I recently was awarded my full disability from the VA. What I would like to do now is spend the next several years in Texas building different rifles, pistols, and suppressors I have been designing. I also would like to be able to buy military and automatic weapons both to compare to my creations (would be seen as collecting) and to rebuild to test design ideas. I have read up on getting a FFL and the best I can tell I would need a type 07 since I would want to make weapons, and a Class 2 tax stamp to make suppressors and have the full auto weapons. I don't plan on selling any weapons, or very few while I'm working on the prototypes. It’s going to be a slow process too, my injury keeps me in bed for weeks at a time and I would have to work in a workshop in my house or on my property. I know that these things are all the opposite of what they want when they issue a FFL, but this is something I truly want to do.

I'd like to know:
Is this the right FFL for what I want to do?
Is there any way to impress upon the ATF I'm researching a design as an investment or a business?
What is it going to cost me a year to have 07FFL with a Class 2 Stamp (estimates)?
Then please give me any ideas you have about solving some of the problems I'm going to have trying to get this done.
 
The 07 is not that expensive. I can't recall but $150 or something sticks in my mind. And that's for 3 years. The SOT is going to run $1000/year as I recall. further they will want you to register with the State Dept (big issue on this) and that is well over $2k/yr.
 
Ask Bubbles - one of the members here. She posted on a similar thread recently about her experience with a home based FFL.
