Nope, some other varibles such as difference in bullet shape , vibration
of the barrel,velocity may or may not have a stability effect. One in
10 has been the military standard in many of the battle rifles. In this
configuration it fits a great many circumstances that stabilize bullets
from 100 gr. Hornady half jacketed bullets driven under 2000 fps to
220 gr bullets. Sweet spot seems to be 150 to 180gr. in most for accuracy.
I'm sure there may be some exceptions. Heavy bullets seem to do better
with a slower twist, but sometimes exceptions can be found. The 1 inn 10
seems to be an all around compromise. Barrel length has no effect except
for velocity. Shorter the barrel, normally velocity drops at roughly 100 fps.
