All my 10/22 needed was a good scope and a Volquartsen hammer ($35) and voila! Great trigger pull and it's as accurate as my CZ Scout and almost (real close) as accurate as my 452 Lux in .22 WMR. And that's with a carbine stock with barrel band.
Even from the bench a poor trigger pull will destroy accuracy.
 
I've built several and spent many an hour on RFC. The best advice I can give you is to NOT skimp on the barrel. It is the single most important component in the equation. You can do things like fancy stocks and a $300 trigger group later if that's what you want but I'd suggest getting the best barrel you can afford. By that I mean Clark, Shilen, KIDD, Lilja, etc.. Not the hundred dollar barrels. Ditch the forend band and hog out the factory barrel channel and buy a nicer stock later if you have to. If this is to be a bench-only rifle, then a steel heavy barrel is fine. If you plan to hunt with it, I'd highly suggest something lighter. Clark and Shilen offer sporter/varmint contour barrels that will be every bit as accurate as a bull barrel without the weight. Use a good barrel and it will outshoot your friends' boltguns.
