Has anyone that owns a 1911 in 9mm ever replaced the recoil spring with a lighter one. If so, what weight spring? I am referring to the government model, btw

According to Wolffe Springs the standard 9mm. recoil spring for a Government Model is 14 pounds. You might want to look through their website to see what they recommend in the way of a recoil spring pack that would work best with reduced loads.

I have never touched the recoil spring in the Springfield Loaded 9mm 1911 that I had, or the STI Trojan 9mm 1911 that I have now. I used Wilson Elite Tactical Mags in both guns. I tend to use 147 grain FMJ when I shoot the Trojan, and I really haven't had any problems whatsoever, first 1911 that I've owned that didn't need some kind of minor tweaking.

I use stock 14lb springs in mine, runs great, no reason to go lighter.

What's up with your gun that you feel you need a lighter than stock spring?

The only reason to go lighter is if the gun is compensated and that fad has pretty much passed. All the I.P.S.C. shooters used them and possibly still do. A comp decreases muzzle flip and recoil, increases muzzle blast but most importantly, bleeds off a lot of recoil energy from the round. A compensated 9X19 full size 1911 will usually require reducing the spring weight down to 11 #. With a three port comp it might go all the way to 9# Then it gets tricky, because a spring that light won't always reliably chamber a round. Race guns are a finicky breed.

If you just want to shoot light loads in your gun, I would suggest trying an 11# spring, you can always trim a coil at a time if needed. Just don't forget to put the full power spring back in when you are finished.

The slide doesn't lock back on the last round. My rounds are loaded with 4.0 grains Titegroup. I guess I could just increase the charge a bit.

That'd be my recommendation, unless there is a real reason or need for lighter than normal loads.

Depends on the make.
Wolf shows a 14 lb recoil spring for Colt 9mm, .38 Super, .38 Special, and .22 Ace.
The Springfield 9mms have something like a 9 or 10 lb recoil spring because of their stiff ILS mainspring even though Wolf says they are the same as Colt.

Does the gun slide lock with factory ammo? If not, you might profit with a softer spring for your load.

I prefer 10 pound recoil springs in my 5 inch 9mm 1911s. I have had many 9mm 1911s in the past and currently have STIs and Springfields.
