1917 enfield barrel band?

I am considering buying a sporterized 1917. The barrel band/sling stud has been removed. The guy said he did this to free float the barrel. Will this affect accuracy or safety? Thanks!
 
Shouldn't affect either. But, what did he do to bed the action? Should be ample room for AcraGlas around the action to get it good an tight.

As I recall there are three guard screws and one cross bolt. Are all these still there?

What else has he done? Convert to cock on opening? Added the magazine well guides? Cut away any of the sights?
 
The action seems tight- he says it is glass bedded. It has Lyman receiver site, ears are ground off. I will want to scope it, receiver is lower behind than ahead of ejection port, will this make scoping impossible? Thanks in advance!
