2 Remington model 12, 22s with troubles...

I have two Remington/U.M.C. model 12s; a “New Model” 22, S, L, LR and model 12CS 22 Remington Special and am having a similar problem with both of them. So far I haven’t been able to solve it. Neither rifle will cycle cartridges if loaded when the internal hammer is cocked but will function if loaded with the hammer down…?????

The 22 Special action will open and close when loaded with the hammer cocked and the slide release is depressed, but it won’t feed the cartridges, they just stay in the tube magazine. It will cycle, feed, fire and eject the cartridges when first loaded and cycled starting with the hammer in the down position.

The 22 S, L, LR action won’t cycle if loaded with the hammer cocked and the slide release depressed. However, the action will cycle, feed, eject and repeat if initially loaded with the hammer down. When unloaded it will cycle either cocked (with slide release depressed) or de-cocked.

Both rifles will function (cycle pump, feed, fire and eject, repeat) about 95% of the time if this process is begun with the hammer in the down position. Any ideas? I’ve had both rifles completely apart and both are clean and dirt/crud free with no obviously noticeable internal parts wear, damage, ect. I’ve tried various brands of both 22 LR and 22 Shorts in the s,l,lr as well as clean recently manufactured ammo in the Special. Neither gun is “worn out” and the 22 LR version hasn’t had much use at all for it’s age. I acquired both of these rifles in this condition from different sources, knowing they had issues, with the though of getting them up and running again. Since both rifles are malfunctioning in a similar way I thought that this might be a common problem that some model 12 experts out there might have run into before. Any possible causes or solutions would be appreciated.
