Remington 552 cycles shorts but doesn't cock

I kind of got it all in the thread starter. my new neighbours seem nice so I only make them listen to the center fire stuff on weekends.I drug the old speedmaster out for shorts and it cycles the next round and returns to battery fine, but the rifle isn't cocked. so you have to hand cycle, eject a good round to return to shooting. Functions fine with LR, this is a late 60s early 70s rifle coming down the family tree, I know the round count is low 'use Pa never let me shoot this one.(wore out the model 55 winny instead)
rifle is clean and does this with,CCI, Winchester, and Remington ammo. what gives?
 
Make sure the disconnector isn't hanging up, also that the rails are clean and lightly lubricated. And check out that the buffer isn't deteriorated and preventing the bolt to go far enough back, finally give the trigger group a good blast of gun scrubber.
