204 ruger Encore Pistol

I have a TC 15 inch 204 ruger barrel that has given me fits. I know what they say about short barrels in 204 but I have drooped the velocity way down.
The best load I have found so far is 27 gr Win 748 with 32gr vmax. It will shoot 4 out of 5 at less that .75 at 100 and 200 but there will be a flier that takes it to a little over an inch. 27 gr is the starting load in Hornady manual.
Have any of ya ll had any luck with short barrel 204?

My gut feeling says to try a faster powder and or magnum primers.
