Depends on twist. If twist doesn't matter, there are a lot of choices.
If you want something 1/9 or faster, then the choices become fewer.
A good .223 bolt action is the Tikka Varmint. Heavy barrel made by Sako. Sako trigger. Tikka stainless action (smooth). And a decent fiberglass stock. Free floated. 1/8 twist. Accurate, good trigger at 2-3lbs, all around goodness.
There's Savage VLP. Nice laminate stock, free floated. Comes in 1/9 or 1/7. Heavy barrel. Has a wide beavertail foreend. Large bolt handle. Accutrigger.
There's Remington. Remington has the least out of the box features. It has the worst trigger, worst stock. But it's accurate and it is easily upgradable.
If you want a rifle to upgrade and tinker with. I'd go Remington. Good action too. That's what I got and I swapped out the stock and trigger and now it is a dream.
If you do not want to mess with the gun at all, I'd go either Tikka Varmint or Savage VLP.
If 1/12 twist is what you want, there's a lot more brands and choices.
