Ray, it sounds like you might be talking about the .22 chamber adapters, which encase the .22 in a fake case and adapt the firing pin force. These will not cycle the action automatically, but might feed from the mag manually.
I've never heard anything wrong with these. It's a simple concept and hard to screw up. It may be slow to deal with, though.
The Ciener and other AR adapters are self contained .22 auto actions that fit into the bolt carrier space and allow you to shoot semiauto. The reliability isn't usually as good as a dedicated .22 rifle (Ruger, Marlin), but can be decent.
As pointed out, the down side to either of these units is accuracy; the twist rate for .223 and .22LR are different. They are decent, just not tack drivers. Also, .22 leaves some crud in the gas system, but a fired .223 round will blow it out.
